Philip Huang, MD, MPH

Philip Huang, MD, MPH, has served as Director and Health Authority for Dallas County Health and Human Services since February 2019. A physician and public health leader with deep experience at the local, state, and national levels, he began his career as an Epidemic Intelligence Service (EIS) Officer at CDC, went on to serve 15 years as the State of Texas Chronic Disease Director, and later became Health Authority and Medical Director for Austin Public Health before coming to Dallas.

Throughout his career, Dr. Huang has been a respected leader and trusted voice in public health. He has served in numerous leadership roles, including on the NACCHO Board, Chair of the Texas SACCHO and the Big Cities Health Coalition, Chair of the FDA Tobacco Products Scientific Advisory Committee, and as President of the National Association of Chronic Disease Directors.

At the Texas Department of State Health Services, he led statewide tobacco prevention efforts, including testimony at more than 40 city council hearings across Texas in support of smoke-free ordinances. In Dallas County, he has championed data modernization efforts recognized with the 2024 HIMSS Davies Award, while also helping advance important work in HIV, chronic disease, immunizations, maternal and child health, and opioid response.

Dr. Huang earned his BA in Civil Engineering from Rice University, his MD from UT Southwestern Medical School, and his MPH from Harvard. He is board certified in family medicine. He was honored by Governing Magazine as one of six Public Officials of the Year for 2024 and received the 2026 American Medical Association Award for Outstanding Government Service.
